China Releases 2026 Energy Efficiency Label Product Catalogue, Updates Rules for Seven Product Categories

On April 20, 2026, China's National Development and Reform Commission (NDRC) and State Administration for Market Regulation (SAMR) jointly issued the “Catalogue of Products Subject to Energy Efficiency Labeling in the People's Republic of China (2026 Edition)” and released revised implementation rules for seven product categories covered by China's energy efficiency labeling system.
The updates apply nationwide and will be introduced in phases beginning in June 2026. Each product category will benefit from a two-year transition period, allowing products manufactured or imported before the applicable implementation date to continue using existing energy efficiency labels.
The revisions introduce several important changes, including:
- Revised implementation rules for seven product categories
- Explicit inclusion of washer-dryers within the scope of washing machine requirements
- Repeal of multiple implementation rules issued in 2016, 2020, and 2025
China Energy Efficiency Label Covered Products and Implementation Timeline
The revised requirements will take effect between June 2026 and September 2027, depending on product category. Each category will be subject to a two-year transition period, during which products manufactured or imported before the applicable implementation date may continue using existing energy efficiency labels.
The transition period is intended to give organizations sufficient time to adapt to the revised requirements. During this period, companies should:
- Evaluate product designs against updated energy efficiency requirements
- Manage existing inventory and labeling materials
- Revise internal compliance procedures
- Coordinate implementation activities across manufacturing, regulatory, and supply chain functions
Why China Updated Its Energy Efficiency Label Rules
According to Chinese authorities, implementation rules under the energy efficiency labeling system are generally valid for five years and require periodic revision to maintain regulatory continuity.
The latest update also reflects changes to national energy efficiency standards, adjustments to covered product categories, and broader policy goals related to energy conservation, emissions reduction, and green development. Through these revisions, Chinese consumers are provided with clearer and more reliable information when selecting energy-efficient products.
Compliance Actions for Manufacturers and Importers
Manufacturers and importers placing covered products on the Chinese market should review the revised requirements and identify the implementation date applicable to their products.
To ensure seamless compliance, companies should prioritize the following actions:
- Verify product scope: Determine whether your products are included in the revised catalogue.
- Review technical requirements: Examine updated energy efficiency classifications, testing protocols, and labeling rules.
- Complete testing and filings: Conduct required tests through certified laboratories and submit all necessary filings on the China Energy Label website for products manufactured or imported after the implementation date.
- Plan inventory transitions: Coordinate production, inventory, and distribution strategies to align with product-specific implementation and transition timelines, avoiding waste or non-compliance.
- Update documentation and labeling: Revise product labels, packaging, technical documentation, and internal compliance processes to meet the new standards
Early preparation will help companies take advantage of the transition period and avoid disruptions once the revised requirements become mandatory.
