China Electric Bicycle Certification Update of Mandatory Rules in 2025

China electric bicycle certifications have updated mandatory rules from April 18, 2025 as required by China’s Certification and Accreditation Administration (CNCA). These updated requirements for electric bicycles (CNCA-C11-16:2025) are now in effect and bring significant technical and procedural changes that impact both domestic and overseas manufacturers. International suppliers aiming to access the Chinese market must align with the new rules and prepare for the enforcement of GB 17761-2024, which becomes mandatory for certification starting September 1, 2025. Early compliance is encouraged due to the short transition period and the broad scope of updates.
Key Points of the New Regulations: Certification Implementation Rules
On April 18, 2025, the China National Certification and Accreditation Administration (CNCA) issued the 2025 No. 12 Announcement. To strengthen the mandatory product certification management of electric bicycles, the CNCA has revised the relevant implementation rules for mandatory product certification and has now issued the "Mandatory Product Certification Implementation Rules for Electric Bicycles" (CNCA-C11-16: 2025), which came into effect on April 18, 2025.
On April 25, 2025, the China Automotive Certification Center Co., Ltd. formulated and implemented the detailed rules CAP-C11-16: 2025, supplementing CNCA-C11-16: 2025. The supplementary implementation rules apply only when filing with the certification body CAP.
Compared to the previous implementation rules CAP-C11-16: 2024, the new version, in addition to editorial changes, has the following main technical changes:
- The scope of application has been modified to "applicable to two-wheeled bicycles powered by batteries for electric drive or electric assistance functions";
- The principles for division of certification units have been revised;
- Requirements for enterprise quality assurance capabilities and product consistency checks have been modified, with the addition of requirements related to enterprise quality assurance capabilities from "Mandatory Product Certification Implementation Rules for Factory Quality Assurance Capabilities" (CNCA-00C-005) and GB 17761-2024;
- Requirements for product consistency checks have been modified;
- Other certification results acceptance requirements have been modified, with the addition of content related to enterprises that comply with the "Electric Bicycle Industry Standard Conditions" and are included in the announcement list during factory inspections;
- Requirements for enterprise quality assurance capabilities and product consistency checks, post-certification supervision, and non-conformity rectification have been modified;
- Requirements for post-certification supervision have been modified;
- Certification basis standards and type test items, type test schemes have been added GB 17761-2024;
- The list of certification entrustment documents has been modified;
- The structure and technical parameters of electric bicycle products have been modified;
- A new style of electric bicycle product compliance certificate has been added;
- The classification principle for Class A manufacturers has been modified.
How Is The Transition Period for The Implementation of The New Standards Set Up?
The GB 17761-2024 "Electric Bicycle Safety Technical Specifications" involved in the "Mandatory Product Certification Implementation Rules for Electric Bicycles" (CNCA-C11-16: 2025) will be officially implemented from September 1, 2025. Before September 1, 2025, you can voluntarily choose to certify electric bicycles based on GB 17761-2018 or GB 17761-2024. From September 1, 2025, certification must be based on GB 17761-2024.
Considering that electric bicycle enterprises need a certain period to carry out product design, production, and complete testing and certification, a production transition period has been set for the new standards: Before August 31, 2025, enterprises can produce according to either the old or new standards; After September 1, 2025, all newly produced electric bicycles must comply with the new standard requirements. At the same time, to ensure the full digestion of electric bicycles that meet the old standards and to avoid waste of social resources, an additional 3-month sales transition period has been granted for vehicles produced according to the old standards before August 31, 2025, allowing sales until November 30, 2025; After December 1, 2025, all sold electric bicycle products must comply with the new standard provisions.
