Mandatory Product Certification Updates for Motor Vehicle Tires in China

Mandatory Product Certification Updates for Motor Vehicle Tires in China

The Certification and Accreditation Administration (CNCA) has announced updates to the mandatory product certification standards for motor vehicle tires in China under GB 9743-2024 “Passenger Car Tires” and GB 9744-2024 “Truck Tires.”

These updated standards, which will be enforced starting May 1, 2025, aim to improve product safety and performance while ensuring compliance with national regulations. Here’s a summary of the key updates and their implications for manufacturers and certification applicants.

Overview of the 2024 Version Standards

The new standards for motor vehicle tires in China apply to both passenger car and truck tires. The main changes are intended to enhance tire performance in areas such as rolling resistance and wet grip, while also aligning with international safety norms.

The updated certification process will require manufacturers and importers to comply with these new specifications in order to ensure the safety and quality of their products in the market.

Key Changes in the 2024 Standards

  • Transitional period for certification: From the date of publication until April 30, 2025, manufacturers can choose to follow either the 2015 or 2024 version standards for certification. After May 1, 2025, only the 2024 standards will be used for certification.

  • Certification changes for existing products: Companies with existing certifications for passenger car or truck tires must comply with the new standards (Except for sections 4.6 and 4.7) by April 30, 2025. If certification changes are not completed by the deadline, the certification will be suspended, and products will need to meet the new requirements to have their certification reinstated.

  • Implementation of rolling resistance and wet grip standards: New tire rolling resistance and wet grip requirements (Sections 4.6 and 4.7) under the 2024 standards will be mandatory for tires produced after May 1, 2026. Manufacturers must ensure compliance with these provisions by April 30, 2026, or face similar certification suspension penalties.

  • Updated Technical Requirements

The 2024 standards introduce changes in several critical parameters such as tire specifications, load index, and rim compatibility. Manufacturers are advised to review these updated specifications carefully and ensure their products align with the new requirements.

    Mandatory Labeling and Documentation

Manufacturers must ensure that all tires are certified under the updated standards and clearly labeled according to the new regulations. Certification information should be displayed on product packaging and marketing materials, and any changes to existing certifications must be filed with the relevant certification body.

    Laboratory and Testing Compliance

To ensure testing accuracy, laboratories must meet national accreditation standards and be capable of performing tests that align with the new requirements. Any designated laboratory that fails to upgrade its testing capabilities after the new standards come into effect will have its certification testing suspended.

    Filing and Record-Keeping

Manufacturers and importers must file tires-related information through the official certification system and maintain detailed records, including test reports, proof of laboratory qualifications, and translations of foreign language documents if applicable.

    Supervision and Enforcement

Regulatory authorities will monitor compliance with the updated certification standards. Failure to comply with the certification requirements or providing false information could lead to fines and revocation of certifications.

What Does This Mean for Your Business?

If your company manufactures or imports passenger car or truck tires into China, it is essential to prepare for the upcoming changes. To ensure compliance with the new standards:

    1. Review tire specifications against the updated standards (GB 9743-2024 and GB 9744-2024).
    2. Update testing procedures to meet the new requirements.
    3. Submit updated certification filings with the relevant certification body.
    4. Ensure labeling complies with the new standards.

By adhering to these updates, manufacturers can ensure compliance with national regulations, improve product quality, and stay competitive in the fast-changing Chinese motor vehicles market. Staying informed and proactive is key to navigating the regulatory changes successfully.
