China - CCC certification obligation lifted for further products

On December 3rd, 2018, the authorities SAMR (State Administration for Market Regulation) and CNCA (Certification and Accreditation Administration of the People's Republic of China) published in their announcement 29/2018 that four product groups had been converted from compulsory certification according to CCC (China Compulsory Certification) into a declaration of conformity by the manufacturers. The biggest change is that the procedure is similar to the CE marking and does not usually require a factory inspection.A distinction is made between two types for the manufacturer's declaration process:Type ATest reports can be used from any accredited test laboratory and possibly even from a companies’ own laboratory.Type BTest laboratories that have been accredited for CCC must be used. Companies wishing to retain the previous method of the CCC certification can apply for this.

Already on October 1st, 2018, several product groups were discontinued.The change will take effect from the date of publication, from December 3rd, 2018.The responsible certification organizations are instructed to cancel affected certificates immediately.The certification organizations offer the affected companies the opportunity to convert their previous CCC certificates into a voluntary certification. Under certain circumstances, the CCC logo may no longer be used, but may have to be changed to the logo of the certification organization. Usually it would not be required to put the voluntary certification mark on the certified product.A voluntary certification can be useful to differentiate from competitors or based on consumer expectations.
