China Regulations on the Supervision and Administration of Children's Cosmetics (Draft for soliciting opinions)

The NMPA (National Medical Products Administration) issued the Supervision and Administration measures of Children's Cosmetics (Draft) on June 22, 2021, imposing stricter controls and raising the safety standards on cosmetics for children under the age of 12. The NMPA is currently solicitating for public comments until July 31, 2021.
Highlights
- Children cosmetics are not allowed to use raw materials intended for freckle-removing, whitening, anti-acne, depilating, deodorant, anti-dandruff, anti-hair loss, hair dyeing, and hair perming.
- The types of ingredients used in the product formula of cosmetics (such as fragrances, coloring agents, preservatives and surfactants) should be reduced by measuring the physiological needs of children from a scientific point of view
- Children cosmetics should use raw materials with proven safety record. Otherwise, raw materials that are still being monitored or without significant safety data are not allowed to be used.
- Children’s cosmetics should be marked with a logo stipulated by the NMPA in a prominent position for easy identification.
- Cosmetics applicants are encouraged to apply anti-counterfeiting technologies on labelling for consumers to easily identify legally sold products
