China Updates Mandatory Certification Standards for Electric Toys and Smoke Detectors

Chinese regulators have updated mandatory certification standards for electric toys and smoke detectors with the issuance by the Certification and Accreditation Administration of China (CNCA) of two technical resolutions on June 27, 2025, introducing updates to mandatory product certification requirements. Resolution TC21-2025-01 confirms the implementation of the new national standard GB/T 19865-2024 “Safety of Electric Toys,” which will replace GB 19865-2005 starting August 1, 2026.

TC21-2025-01: Electric Toys

The new national standard GB/T 19865-2024 "Safety of Electric Toys" for mandatory product certification of children's products was released on July 24, 2024, and will be implemented on August 1, 2026. The new standard will replace the current standard GB 19865-2005 from the implementation date.

Main changes in this revision:

  • Scope: Replaced "video toys" with "computer toys" and "toy computers," and clarified that "toy computers" are within the scope of the standard; added product standards for "toy transformers" and "battery chargers" that are not considered toy components, and included product standards for "battery chargers for children" that are not considered toy components; replaced "portable lamps that attract children" with "portable lamps for children" and added exemption items; clarified that electric toys complying with this standard must meet the requirements of "GB 6675 series standards parts 1 to 4".
  • Definitions: Added six definitions: "computer toys," "battery chargers," "rechargeable battery toys," "functional insulation," "solar toys," and "mobile toys".
  • Test Methods and Requirements: Added test requirements for rechargeable battery toys that can operate during charging; added requirements for protective electronic circuits, clarified temperature rise measurement methods, and adjusted temperature rise compliance conditions; changed "electric strength at operating temperature" to "electric strength," merged related content, and changed the withstand voltage test method; added requirements and test methods for small batteries, adjusted test methods for housing mechanical strength; added marking requirements for "power toys" and updated marking durability test method; added speed limit requirements and test methods for electric ride-on toys, and requirements for electric toys with protective electronic circuits; added requirements and test methods for battery chargers and batteries; adjusted the severity level, test procedure, and sample position for the needle flame test.
  • Other Changes: Expanded the scope of application to wireless toys and network devices, and added requirements for electromagnetic compatibility and chemical substances; added safety requirements for remote controls of electric ride-on toys, and adjusted safety requirements for electric toys equipped with light radiation sources.

Key Time Nodes for Certification:

  • New Products Applying for Certification: From July 24, 2024, to July 31, 2026, applicants can choose the old or new standard; from August 1, 2026, all new products must comply with GB/T 19865-2024.
  • Products Already Certified: Certificates under the old standard remain valid until August 1, 2026; renewal must be completed before the next follow-up inspection after August 1, 2026, or the certificate will be suspended; if not converted by November 1, 2026, it will be cancelled.

TC16-2025-01: Smoke Detectors

The national standard for point-type household smoke fire detector product certification is GB 22370-2008 "Household Fire Safety System", which references GB 4715 "Point-Type Smoke Fire Detectors". The new GB 4715-2024 was released on April 29, 2024, and will be implemented on May 1, 2025, replacing GB 4715-2005.

Main technical changes:

  • Added classification for point-type photoelectric smoke fire detectors.
  • Added requirements for terminal blocks.
  • Changed range requirements for response thresholds of point-type photoelectric smoke fire detectors.
  • Deleted slow-developing fire response performance.
  • Changed constant humidity test to alternating humidity test.
  • Added contamination alarm function requirements for sensing components.
  • Changed light source type of the flash device.

Key Time Nodes for Certification:

  • New Products: From April 29, 2024, to April 30, 2025, either old or new standard may be used; from May 1, 2025, only GB 4715-2024 applies.
  • Existing Certificates: Old standard certificates valid until May 1, 2026; renewal must be completed before this date, or certificates will be suspended; cancellation after August 1, 2026, if not renewed.
