CCC Certification Requirements for EV Power Supply Equipment in China

On December 16, 2024, the State Administration for Market Regulation (SAMR) published Announcement No. 50 of 2024, introducing compulsory product certification (CCC certification) for electric vehicle (EV) power supply equipment. Certification bodies will begin accepting CCC applications starting March 1, 2025. This requirement, based on the CCC implementation rule CNCA-C25-01:2024 issued by CNCA, applies to both domestic and international manufacturers intending to sell or operate EV power supply equipment in China. From August 1, 2026, non-certified products may no longer be produced, sold, imported, or used in commercial activities. Supplementary implementation details, such as CQC-C2501-2025, are applicable only when filing with the certification body CQC.

Key Provisions of the New Regulation

1. Certification Implementation Rules

  • In accordance with the SAMR Announcement No. 25 of 2024, the "Detailed Rules for Compulsory Product Certification of EV Power Supply Equipment" (CNCA-C25-01:2024) was released on December 12, 2024, and will be implemented from March 1, 2025.
  • To ensure the certification process for EV power supply equipment runs smoothly, on March 1, 2025, the China Quality Certification Centre published the implementation rules CQC-C2501-2025 to complement CNCA-C25-01:2024. This document specifies the certification scope, model, standards, and procedures. Companies shall prepare relevant technical documents, product descriptions, and test reports as required to ensure smooth certification.

2. Certification Model and Process

  • The certification for EV power supply equipment adopts the "Type Testing + Initial Factory Inspection + Post-Certification Supervision" model. Specifically, enterprises must first submit certification applications. Certification bodies will conduct type testing based on product categories and relevant standards to verify compliance. After passing type testing, the certification body will perform an initial factory inspection to ensure production conditions and quality management systems meet certification requirements. Post-certification, periodic supervision will be conducted to ensure ongoing compliance.

3. Acceptance of Existing Conformity Assessment Results

  • The new regulation encourages certification bodies and laboratories to accept existing qualified assessment results under risk-controlled conditions to reduce burdens on enterprises, facilitate certification acquisition, and lower costs.

4. List of Critical Components and Materials

  • To implement CCC certification, the CQC has published a List of Critical Components and Materials for EV power supply equipment. Enterprises must provide materials from this list during certification to ensure compliance.

5. Key Certification Timeline

  • March 1, 2025: Designated certification bodies begin accepting CCC certification applications for EV power supply equipment.
  • August 1, 2026: EV power supply equipment without CCC certification and labeling will be prohibited from production, sale, import, or use in commercial activities. This deadline sets a clear compliance timeframe for enterprises.
