Understanding CCCF Certification

Who Needs CCCF Certification?

Any company, foreign or domestic, that exports the following fire safety products to China must apply for CCCF certification:

CCCF Regulatory Framework

CCCF certification is managed within the framework of China’s national fire safety law and technical standards. During the 2018 institutional reform, fire product certification and fire service supervision responsibilities were transferred from the Ministry of Public Security to the Ministry of Emergency Management (MEM). CCCF China Certification Process

The CCCF certification process is regulated by the Ministry of Emergency Management (MEM) and follows a structured path:

In a major regulatory update, the Ministry of Emergency Management (MEM) issued Notice No. 21 on July 30, 2019, officially removing the mandatory CCCF certification requirement for 13 categories of fire protection products. These products transitioned from compulsory certification to voluntary certification as part of China’s efforts to streamline administrative procedures and support innovation.

Affected Product Categories

The following product groups are now subject to voluntary certification only:

Fire alarm and detection systems
Fire communication systems
Fire-resistant coatings and sealing materials
Fire doors, windows, and shutters
Smoke control and exhaust systems
Sprinkler systems and accessories
Gas, foam, and dry powder extinguishing systems
Fire extinguishing agents
Fire hoses and water supply equipment
Personal protective gear for firefighters
Firefighting motorcycles

Fire trucks

Although certification is no longer legally required, many project owners, design institutes, and local authorities in China still prefer or insist on certified products to ensure safety and compliance.
